Midtown Council Approves $540 Million Quantum Park Development Project

The city council has approved plans for the $540 million Quantum Park project on Thursday evening, clearing the way for one of Midtown’s largest construction ventures in a decade to proceed on the edge of the Central Business District.

The approval arrives just as the inner-city grapples with surging housing demand and a need for new commercial floorspace. Local property observers say the new precinct, to be developed on the old Baxter Freight Depot site at 14-28 Griffon Street, signals a significant shift in Midtown’s urban core-an area that has seen little large-scale change since the completion of the Somerset Towers in 2018.

A New Anchor for Griffon Street

Quantum Park will span 4.2 hectares and include three high-rise apartment buildings, 26,000 square meters of retail and office space, and a landscaped public plaza connecting Griffon Street and the bustling Sunridge Corridor. Council’s Development Application Register shows the first stage will comprise 480 build-to-rent units, targeting key workers from nearby St. Julia’s Hospital and recent graduates employed at the Midpoint Innovation Centre.

Developers Arcadia Capital, who also delivered the much-lauded Northpoint Residences on Mercer Avenue, estimate ground will break by November. Midtown Community Futures-a neighborhood coalition-has lobbied for retention of the historic Baxter signal shed on site, and council’s conditions now require its conversion to a local arts facility upon project completion.

High Demand Meets New Supply

Recent data from Domain Insights puts Midtown’s rental vacancy rate at just 1.2% for June, the lowest in the inner ring. Median apartment rents along the CBD fringe have surged to $630 per week, a jump of 17% over the past year alone. Meanwhile, Colliers’ latest commercial office survey flagged Midtown’s available premium floorspace as ‘critically tight’, leading several tech start-ups to scout for suburban campuses instead.

The Quantum Park scheme brings both immediate and longer-term relief for overstretched local infrastructure. The project’s traffic impact statement includes plans for a 380-space underground public car park and dedicated cycle lanes feeding into the Town Lane Greenway, while 10% of all units will be reserved as affordable housing under the city’s 2025 Inclusionary Zoning Resolution. One-off state infrastructure grants, totaling $22 million, have also been pledged towards upgraded street lighting and a public transport interchange at the Griffon/Sunridge junction.

With council approval now locked in, Arcadia Capital is expected to sign head contracts with Conterra Civil by late August. Locals can expect demolition fencing to go up after the annual Midtown Jazz Festival wraps on September 14. In the coming months, residents of neighboring Parkhurst and Fitzallen precincts are advised to monitor council bulletins for construction notifications, traffic diversions, and opportunities to consult on public art installations to be featured in the final plaza design.
